Just tested on a server at Gameservers.com. NOGO! Had 11 people ingame, only 8 hogs spawned.

Anyway, on my 2 screen shots, the 4 flags selected are the duplicated flags, and the one closet is the original.

And what did you do to duplicate them?

Can you do it again and select object 80. mp_flag right infront of right tank at blue base as you to base from water.

In front of blue base there are 5 flags. 4 vehicle and 1 ralley flag = nav point in race. If you move all vehicles out of the way into ocean you see 4 mp_flags for vehicles. there is 1 on each side of the player spawns that look like the 5 on a dice. Then 2 more just outside the 1st two. If you drew a line it would look like a frown on a smiley face. If you open the "view object info" window the 4 points are objects 77 - 80

How did you copy what you did? I get spark edit error, "Could not duplicate selection"
